Every single immigration process on earth is more or less discriminatory. It can freely select the characteristics it wants in new arrivals.

I own a lot of property, have a very good income and am debt-free, but can’t immigrate to Canada.

I have extensive Dutch ancestry and great fondness for Amsterdam, but one requirement for citizenship is to read, write, speak and understand Dutch, which I don’t.

Not bringing in immigrants with complex and extremely expensive diseases that US taxpayers or charities might have to finance only makes sense.

HOWEVER, if the asker had bothered to Google for a few seconds, s/he would have learned that The Department of Health and Human Services (HHS), on Nov. 2, 2009, removed HIV from the from the list of illnesses that make a foreign national inadmissible. This rule took effect on Jan 4, 2010.
