No it is not true. Right now most study permit applications are processed in 7 weeks. Most delays are caused by slow or uncooperative government agencies, financial institutions or education institutions in your home country

Check your IRCC account and your emails to make sure you have not missed anything from IRCC. Then be patient. IRCC will keep processing your application until it gets done. If it’s getting close to your intake date, defer your intake to the next available term. Make sure you have thoroughly read the admissions information on your school’s website. They will have information about defering your intake date.
