Provinces do not give permanent residence. Only the Government of Canada has authority to issue immigration status.
Provinces have nominee programs. They can nominate a candidate who has the education or skills that the province’s economy requires. The Government of Canada then processes and makes a decision on the nominees’s application like everyone else’s.
There is no “easiest” province. Each province has their own separate needs for their econony. If your education or experience does not fit a province’s needs, you will not receive a nomination. Nobody here can suggest which province might be best for you because nobody here knows what your education or skills are.
You will have to go to each province’s Provincial Nominee Program website to see what the requirements are for each province and decide for yourself.
